FORM OF GOVERNMENT
6. The City of Frederick shall be governed by a mayor
and five aldermen to be elected as hereinafter provided.
The only other elected official shall be the city register and
collector of taxes. In addition to the administrative de-
partments provided for by this charter, the board of alder-
men may establish such additional administrative depart-
ments as it may deem necessary.
ARTICLE II
THE BOARD OF ALDERMEN
NUMBER, SELECTION, TERM
7. All legislative powers of the city shall be vested in
a board of aldermen consisting of five aldermen who shall
be elected as hereinafter provided and who shall hold of-
fice for a term of four years or until their successors are
elected and qualified. The regular term of aldermen shall
expire on the second Thursday in July in each regular city
election year. Aldermen holding office at the time this
charter becomes effective shall continue to hold office until
the second Thursday in July, 1954.
QUALIFICATIONS
8. Aldermen shall have resided in Frederick for at
least one year immediately preceding their election and
shall be qualified voters in the city.
SALARY
9. Aldermen shall receive a salary of six hundred dol-
lars ($600. 00) per year for their services.
MEETINGS
10. The newly elected board of aldermen shall take
office and meet on the second Thursday in July in each
regular city election year and shall meet in regular session
on the first and third Thursdays in each month thereafter
and at such other times as may be prescribed by its rules.
Special meeting may be called in writing writing by the mayor or
by four aldermen as often as necessary for the transaction
of business. Meetings of the board of aldermen may be
open to the public and the rules of the board of aldermen
shall provide that residents of the City of Frederick shall
have a reasonable opportunity to be heard in regard to any
matters at any such meeting designated by the board.
