levy for the general operating purposes of the town shall
not exceed one dollar ($1. 00) on each one hundred dollars
($100. 00) worth of assessable property. In addition to the
sum for general operating purposes, the council may levy
on assessable property such sums as are necessary and
sufficient for the liquidation and payment of the indebted-
ness of the Town of Mount Airy or any bonds thereof or
any interest thereon, issued or to be issued under the au-
thority of state law or this charter. The council, at its
discretion, may apply a lower tax rate on property used
solely for agricultural purposes than on other property
within the town's boundaries.
WHEN TAXES ARE OVER-DUE
52. The tax year shall be from January 1 through De-
cember 31. The taxes provided for in Section 51 of this
charter shall be due and payable on or after the first day
of January and shall be overdue and in arrears on the first
day of the succeeding October. They shall bear interest at
the rate of one half of one per cent (0. 5%) for each month
or fraction of a month thereafter until paid. All taxes
not paid and in arrears after the first day of the following
January shall be collected as provided in Section 53.
SALE OF TAX DELINQUENT PROPERTY
53. A list of all property on which the town taxes have
not been paid and are in arrears as provided by Section 52
of this charter shall be turned over to the official of Car-
roll County or Frederick County responsible for the sale
of tax delinquent property by the mayor as provided in
state law. All property listed thereon shall be sold by this
county official in the manner prescribed by state law.
FEES
54. All fees received by any officer or employee of the
town government shall belong to the town government.
AUDIT
55. The financial books and accounts of the town shall
be audited as of the thirty-first day of December in each
year by a competent person or persons appointed by the
council. The audit shall be presented to the council and to
the mayor within ninety days of the first day of January.
PUBLIC DEBT
56. The Town of Mount Airy shall have the power to
borrow on the faith and credit of the town from time to
