169. Approval. A charter amendment shall become a
part of this charter when approved by a majority of the
voters voting thereon. Such amendment, when approved,
shall have the force of law, subject to the Constitution
and general laws of the State of Maryland.

ARTICLE XXI
LEGALITY

170. Inconsistent Law. All acts and parts of acts,
general or local, inconsistent with the provisions of this
charter, be and the same are hereby repealed to the extent
of such inconsistency. Nothing contained herein shall
affect or restrict any control which the State Board of
Health is empowered by law to exercise in any part of
this state.

171. Saving Clause. The enumeration of particular
powers in this charter shall not be held or deemed to be
exclusive, and the city shall have such other powers as
are incident to those specifically mentioned or as are a
necessary consequence of the powers herein conferred. In
addition to the powers enumerated in this charter, the
city shall have all powers, rights, and privileges now or
hereafter granted by the Constitution and laws of the
State of Maryland.

172. Separability Clause. If any section or part of
section of this charter shall be held invalid by a court of
competent jurisdiction, such holding shall not affect the
remainder of this charter nor the context in which such
section or part of section so held invalid shall appear,
except to the extent that an entire section or part of section
may be inseparably connected in meaning and effect with
the section or part of section to which such holding shall
directly apply.

SEC. 2. And be it further enacted, That Section 1 of
this Act shall not become effective until it has been sub-
mitted for adoption or rejection to the qualified voters of
the City of Salisbury. At a [the] Special [General] Elec-
tion to be held in the City of Salisbury [, ] on the twenty-
first day of September, 1951,
there shall be submitted to
the regular and qualified voters of said City, the question
whether the charter revision provided by Section 1 hereof
shall be adopted. The proper authorities shall cause to be
printed on the ballots to be used at said election the title
to this Act, and underneath said title on separate lines
a square or box to the right of and opposite the words
