151. Volunteer Firemen. The city may use the serv-
ices of as many special, part-time, or volunteer firemen as
the council deems necessary. All shall be under the direc-
tion of the fire chief.

ARTICLE XVIII
DEPARTMENT OF PARKS AND PUBLIC PROPERTY

152. Parks. The City of Salisbury, when the council
deems it advisable, may establish a department of parks
and public property. The head of this department shall be
appointed by the mayor with the advice and consent of
the council and shall serve at the pleasure of the mayor.
His compensation shall be determined by the council. ALL
subordinate personnel shall be appointed as provided in
Section 23 (c) of this charter. The department of parks
and public property shall supervise and control all parks
and playgrounds and such additional ones as may be ac-
quired in the future by the city. It also shall supervise the
management of the public lands and buildings owned by
the city.

153. Possession. All municipal property, franchises,
and funds of every kind now belonging to or in the pos-
session of the mayor and council are vested in the City
of Salisbury.

154. Acquisition. The City of Salisbury may buy any
property it may deem necessary for any public or municipal
purpose and may sell, lease, or otherwise dispose of any
property belonging to the city. However, it shall not buy,
sell, or dispose of any real estate of the value of fifty
thousand dollars ($50, 000. 00) or over without first sub-
mitting the question of buying or selling or disposing of
the real estate to the voters of the city at a general or
special election for their approval. No contract for the sale
or purchase, and no sale or purchase of any real estate
involving a consideration of one thousand dollars
($1, 000. 00) or more, shall be made by the city except by
ordinance.

155. Property in Trust. The City of Salisbury may
receive in trust and may control for the purpose of such
trust all monies or other property which may have been or
shall be bestowed upon the city by will, deed, or any other
form of gift or conveyance, in trust, for any general pur-
pose of education, or for any charitable purposes of any
description, within the City of Salisbury.
