dences of indebtedness issued under the provisions of this
section and the interest thereon must be made from the
general taxes levied for use of the city. Levying or collect-
ing any special tax for the payment of these notes or
other evidences of indebtedness is expressly prohibited.
The notes or other evidences of indebtedness issued under
this section need not be submitted to a vote of the qualified
voters of the city as provided in Section 101 (a) of this
charter. They shall be sold in the manner provided by the
council.

103. Emergency Appropriations. At any time in the
budget year, the council may, pursuant to this section,
make emergency appropriations to meet a pressing need
for public expenditure, for other than a regular or re-
curring requirement, to protect the public health, safety,
or welfare. Such appropriation shall be by resolution
adopted by the favorable votes of at least four-fifths of the
members of the council, and shall be made only on recom-
mendation of the mayor. The total amount of any emer-
gency appropriations made in any budget year shall not
exceed three per cent (3%) of the total appropriations
made in the budget for that year.

104. Emergency Borrowing. In the absence of un-
appropriated available revenues to meet emergency appro-
priations made under the provisions of Section 103, the
council may by resolution authorize the issuance of notes,
each of which shall be designated "emergency note" and
may be renewed from time to time, but all such notes of
any fiscal year and any renewals thereof shall be paid not
later than the last day of the fiscal year next succeeding
the budget year in which the emergency appropriation was
made. The notes issued under this section need not be sub-
mitted to a vote of the qualified voters of the city as pro-
vided in Section 101 (a) of this charter. They shall be
sold in the manner provided by the council.

105. Previous Issues. All bonds, notes, or other evi-
dences of indebtedness issued previous to the effective
date of this charter, and all ordinances passed concerning
them, are hereby declared to be valid, legal, and binding
and of full force and effect as is

106. Tax Exemption. All bonds, notes, or other evi-
dences of indebtedness issued and sold by the City of
Salisbury under the authority of this charter shall be ex-
empt from all state, county, and municipal taxes in Mary-
land.
