until his successor is elected and qualified. The regular
term of the mayor shall expire on the second Monday after
the election of his successor. The mayor holding office at
the time this charter becomes effective shall continue to
hold office for the term for which he has been elected. His
successor shall be elected for such term as provided in
section ^6 of this charter.
21. Qualifications. The mayor must have resided in
Salisbury for at least one year immediately preceding his
election, and must be a qualified voter of the city.
22. Salary. The mayor shall receive a salary of one
hundred dollars ($100. 00) per month for his services.
23. Powers, (a) The mayor shall see that the ordi-
nances of the city are faithfully executed and shall be the
chief executive officer and the head of the administrative
branch of the city government. In these capacities he shall
be assisted by an executive secretary as provided in Sec-
tion 24 and 25 of this charter. The mayor shall be respon-
sible for the administration of the city's affairs to the
council and to the voters of the city.
(b) The mayor shall prepare or cause to be prepared
annually a report in the name of the government of the
City of Salisbury. This report shall deal not only with the
financial condition of the city, but also with the 'accomp-
lishments of the various agencies and the city. This re-
port shall be printed for general distribution.
(c) The mayor with the advice and consent of the coun-
cil shall appoint the heads of all offices, departments, and
agencies of the government of the city of Salisbury as es-
tablished by this charter or by ordinance of the council,
with the exception of the city clerk, who shall be appointed
as provided in Section 107. All office, department, or agency
heads so appointed shall serve at the pleasure of the mayor.
All subordinate officers and employees of the offices, de-
partments, and agencies shall be appointed by the mayor
on the recommendation of the head of the office, depart-
ment, or agency concerned. Except as may be modified by
the adoption of a merit system, all subordinate officers and
employees may be removed by the mayor on the recom-
mendation of the appropriate office, department, or agency
head.
(d) The mayor shall have the power to veto ordinances
passed by the council as provided in Section 16.
