Salisbury, and all the existing ordinances of the City of
Salisbury, are hereby extended and made applicable to
such portions of Wicomico County as shall be annexed to
and made part of the City of Salisbury.
4. Inhabitants. All of the inhabitants of the territory
included within the limits of the City of Salisbury by this
charter shall in all respects and to all intents and purposes
be subject to the powers, jurisdiction, and authority vested
or to be vested by law in the City of Salisbury, and to all
the ordinances now in force so far as the same may be con-
sistent with the provisions of this charter, and the territory
so included shall in all respects be taken and considered as
part of the City of Salisbury.
5. Form of Government. The government of the City
of Salisbury shall be vested in a mayor and five council-
men to be elected as hereinafter provided. There shall be
a department of finance, a department of law, a depart-
ment of public works, a police department, a fire depart-
ment, and such other departments as the council may
establish.
ARTICLE II
THE COUNCIL
6. Number, Selection, Term. All legislative powers of
the city shall be vested in a council of five members who
shall be elected as hereinafter provided and who shall hold
office for a term of four years or until their successors are
duly elected and qualified. The regular term of council-
men shall expire on the second Monday after the election
of their successors. Councilmen holding office at the time
this charter becomes effective shall continue to hold office
for the term for which they have been elected. Their suc-
cessors shall be elected for such terms as provided in sec-
tion 46 of this charter.
7. Qualifications. Councilmen shall have resided in
Salisbury for at least one year immediately preceding
their election and shall be qualified voters of the City.
8. Salary. Councilmen shall each receive a salary of
seventy-five dollars ($75. 00) per month for their services.
9. Meetings. The newly elected council shall meet on
the second Monday evening following its election for the
purposes of organization, after which the council shall
meet regularly at such times as may be prescribed by its
