AN ACT to add a new section to the Code of Public Local
Laws of Baltimore County (1948 Edition), being Article 3
of the Code of Public Local Laws of Maryland, title "Balti-
more County, " said new section to be known as Section 314A,
to follow immediately after Section 314 of said Code, to be
under the sub-title "Title 23. Public Works, " and under the
sub-heading "Roads, Bridges, Sidewalks and Storm Water
Drainage, " authorizing the County Commissioners of Balti-
more County to levy not more than two cents (2¢) on the
tax rate in the Metropolitan Area of Baltimore County for
the purpose of constructing new sidewalks therein.
SECTION 1. Be it enacted by the General Assembly of Mary-
land) That a new section be and it is hereby added to the Code
of Public Local Laws of Baltimore County (1948 Edition),
being Article 3 of the Code of Public Local Laws of Maryland,
title "Baltimore County, " said new section to be known as
Section 314A of said Code, to be under the sub-title "Title 23.
Public Works, " and under the sub-heading "Roads, Bridges,
Sidewalks and Storm Water Drainage, " and to read as follows;
314A. The County Commissioners of Baltimore County
are authorized, whenever in their judgment it becomes neces-
sary to do so, for the preservation of the public health, safety,
and morals, to levy in each year not more than two cents (2¢)
on each one hundred ($100. 00) dollars of the taxable basis in
The Metropolitan Area of Baltimore County, for the purpose
of constructing new sidewalks in the thickly populated sections
of said County and or maintaining and repairing such side-
walks as may be already constructed therein.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.
