the purpose of the amendments being to increase the pay-
ment of compensation to the Mayor and Councilmen of the
Town of College Park, Maryland, and providing for a refer-
endum thereon.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Section 5 of the Charter of the Town of College
Park in Prince George's County, as enacted by Chapter 1051 of
the Acts of 1945, incorporating the said Town, as amended by
Chapter 68 of the Acts of 1947 and Chapter 149 of the Acts of
1949, be and the same are hereby repealed and re-enacted, with
amendments, to read as follows:

5. The Mayor of the Town of College Park shall receive a
compensation of [$100. 00] $600. 00 per year to reimburse him
for his expenses in connection with the office of Mayor. Each
Councilman elected, qualified and holding office under this
Charter, shall receive a compensation of [$50. 00] $300. 00 per
year to reimburse him for his expenses in connection with the
office of Councilman. The compensation provided to be paid
to the Mayor and Town Councilmen shall be payable [annually]
semi-annually and be chargeable as a municipal expense of the
corporation.

SEC. 2. And be it further enacted, That before any increase
in payment of compensation to the said Mayor and Councilmen
under the provisions of this Act, the question of such increase
shall first be submitted to the legally qualified voters of the
Town of College Park of Prince George's County at the next
Town election to be held May 7, 1951. There shall be printed
on the ballot to be used at said election the title of this Act
and underneath said title, on separate lines, a square or box
to the right of and opposite the words "For Salary Increases",
and a corresponding square or box to the right of and opposite
the words "Against Salary Increases", so that the voters shall
be able to designate by a crossmark in the proper square or box
his or her decision for or against said increase in salaries. If
a majority of the votes cast at the said Town election shall be
"For Salary Increases", then said increases shall be made
payable to the said Mayor and Councilmen in accordance with
the provisions of this Act, but if a majority of the votes cast
shall be "Against Salary Increases", then this Act shall be of
no effect and shall be null and void in that particular Town.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
