(B) Ralph D. King, Mrs. Russell L. Shrontz, Mrs. D. I.
DeWitt, Paul Ross, Mrs. Harry Utterback, Mrs. Donald L.
Hollis, Alternate, and Mrs. B. C. McIlwee are hereby appointed
to be and constitute a Board of Election Supervisors for the
purpose of conducting such election and declaring the result
thereof.

(C) Within ten (10) days (including Sundays and holidays)
after this Act is approved, the persons named in Paragraph B
of this section shall take oath before a Justice of the Peace, or
other officer or person (including a Notary Public) authorized
to administer oaths in Allegany County, that they will faith-
fully and impartially conduct such election.

(D) If any of the persons named in Paragraph B of this
section shall die or fail to qualify, such election shall be con-
ducted by the remaining person or persons named in Para-
graph B of this section, who may fill any vacancy in member-
ship of the Board of Election Supervisors by appointing some
other resident or residents of legal age of said Village to any
such vacancy or vacancies. Any such appointment shall be
evidenced in writing, and any person so appointed shall within
three (3) days of his said appointment, qualify by taking the
oath referred to in Paragraph C of this section.

(E) No less than ten (10) days (including Sundays and
holidays) before such election said Board of Election Super-
visors appointed by this section or their successors, shall post
in five (5) public places, within the limits of said Village, a
notice notifying the residents of said Village that there shall
be held, on the day and between the hours named in Paragraph
A of this section, an election to determine whether or not said
residents of said Village desire to approve the creation of a
special taxing district. Said notice shall also specify the place
where such election shall be conducted. Said Board of Elec-
tion Supervisors may select any place or places within the
limits of said Village.

(E-1) AT LEAST SEVEN DAYS (INCLUDING SUN-
DAYS AND HOLIDAYS) BEFORE SAID ELECTION, THE
COUNTY COMMISSIONERS OF ALLEGANY COUNTY
SHALL ARRANGE FOR AND CONDUCT A PUBLIC
HEARING ON THIS ACT, AT SOME PUBLIC PLACE IN
THE BOWLING GREEN AREA. AT SUCH HEARING,
THE ATTORNEY TO THE BOARD OF COUNTY COM-
MISSIONERS SHALL APPEAR AND EXPLAIN IN DE-
TAIL THE PROVISIONS OF THIS ACT. THE COUNTY
COMMISSIONERS SHALL ENDEAVOR TO ALLOW FULL
AND PUBLIC DISCUSSION AND QUESTIONS OF THIS
ACT AND ITS PROVISIONS, AND THE COMMISSIONERS
