47. The Treasurer of said Citizens' Committee shall deposit
all funds coming into his possession as such Treasurer in such
bank as may be approved by a majority of said Committee and
shall not be paid out except by check duly signed by him as
Treasurer and countersigned by the Chairman, or by some
member of said Committee acting as Chairman and so author-
ized to act by resolution of said Committee, which must first
be spread upon the minutes of said Committee.
48. Said Citizens' Committee shall not expend for material
or work a sum exceeding Five Hundred ($500. 00) Dollars with-
out having first advertised the specifications therefor and in-
vited bids for the same, after which said Citizens' Committee
may purchase such material or make contract for such work,
or have such work done by employed labor, or otherwise as it
may deem best. Said Citizens' Committee may make contracts
for lighting or supplying said Village with water for hydrants,
and provided further, that no member of said Citizens' Com-
mittee shall furnish any supplies of any kind or contract in
any manner with said Citizens' Committee. THE MEMBERS
OF SAID CITIZENS' COMMITTEE SHALL NOT BE PAID
ANY SALARIES OR OTHER COMPENSATION FOR
THEIR DUTIES UNDER THIS SUB-TITLE.
49. Said members of the Citizens' Committee, for the pur-
pose of making contracts, acting for the said Special Tax Area,
or otherwise incurring liabilities in the performance of the
duties provided by this Act, shall be considered in law as act-
ing for the said Bowling Green Special Tax Area, and are not
to be held individually or personally liable in connection there-
with.
50. The said Citizens' Committee shall keep a record of all
its members which records shall show the full name of each
member when he was appointed or elected thereto when he
qualified by taking the oath of office and when he ceased to be
a member and the reason therefor.
51. The said Citizens' Committee shall have power to pro-
mulgate and adopt reasonable rules and regulations to ac-
complish the purposes and to do the things set out in this sub-
title.
SEC. 2. And be it further enacted, That (A) For the pur-
pose of determining whether the residents of the Village of
Bowling Green desire to approve the creation of this Special
Taxing District, there shall be held an election in said Village,
between the hours of 9 o'clock A. M., and 10 o'clock P. M.,
within sixty days of passage of this Act.
