SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That 111 addition to all power and authority now con-
ferred on the Mayor and Aldermen of the City of Annapolis
(hereinafter referred to as the "City"), said City is hereby
specifically authorized and empowered:

(a) To operate a complete water distribution and supply
system, including pipes, lines, w^ells, reservoirs, purification
plants, fire hydrants and other appurtenant facilities, for the
City;

(b) To operate a sanitary sewerage system, a sewerage treat-
ment plant or plants and storm water sewers, including pump-
ing stations and all appurtenant facilities, for the City;

(c) to operate a garbage and refuse collection and disposal
system;

(d) To construct, reconstruct, maintain, enlarge, repair,
improve, expand or alter all parts, installations and structures
of the above systems, plants and improvements or to dispose
of any or all parts thereof no longer needed for public use;

(e) To have surveys, plans, specifications and estimates
made for any of the above plants, systems or improvements
or parts thereof or extensions thereof.

SEC. 2. And be it further enacted, That, in order to enable
the City to finance, in whole or in part, the public improve-
ments described in Section 1 hereof, the City is hereby auth-
orized and empowered, at one time or from time to time, to
borrow, on its full faith and credit, a sum or sums of money
not exceeding Two Million, Five Hundred Thousand Dollars
($2, 500, 000. 00) in the aggregate, and to evidence said borrow-
ing by the issuance to the lender or lenders of its general
obligation, serial maturity, coupon bonds in like par amount.
Each time the authority hereby conferred is exercised the City
shall adopt an appropriate ordinance authorizing an issue of
bonds and prescribing the form, tenor, terms and conditions
thereof. No such bonds shall bear interest at a rate exceeding-
four per centum (4%) per annum. Said bonds shall be issued
to mature in annual serial instalments over periods not exceed-
ing twenty-five (25) years; from their respective dates of issue,
provided that such instalments need not be consecutive nor in
equal amounts so long as not more than ten per cent (10%)
of any such issue of bonds shall mature in any one serial in-
stalment. All bonds issued hereunder shall be exempt from
the provisions of Section 36 of Article 31 of the Code of Public
General Laws of Maryland (1939 Edition). The City may
effect any such borrowing by offering the bonds authorized
