other expenses incident thereto, either within or outside the
corporate limits of the City of Cumberland, but for no other
purpose or purposes whatsoever.

SEC. 4. And be it further enacted, That the Mayor and City
Council shall charge and collect for the disposing of sewage
to the residents of the City of Cumberland and vicinity, a sum
sufficient to pay the expenses heretofore and hereafter neces-
sary for the operating of OPERATION AND MAINTE-
NANCE OF THE SANITARY SEWER SYSTEM AND the
Sewage Disposal and Treatment Plant of Cumberland, and
to pay for the redemption of said bond issue or said State
loan
and the interest thereof; and the money so charged
and collected shall be kept and maintained in a fund sepa-
rate; it being the intention of this Act to enable the Mayor
and City Council to so operate the sewage disposal and
treatment system of said City that the revenue therefrom
shall be used to defray the heretofore and hereafter expenses
connected therewith; provided, that if the receipts from the
said charges for the treatment and disposal of sewage shall be
less than the expenses in any year or years, the Mayor and City
Council shall levy from time to time such amount on the assess-
able property of the City of Cumberland as may be necessary
to pay the bond issue or State loan hereunder and the interest
thereon; provided, however, that the sewage service charges
shall be increased for the succeeding year sufficient to pay off
said deficit.

SEC. 5. And be it further enacted, That the bonds hereunder
authorized shall be issued in addition to and exclusive of the
ten per cent bonded indebtedness on the assessed valuation on
property in the City of Cumberland now authorized by the City
Charter, and that any and all Acts or part of Acts or any part
or parts of the Charter of the City of Cumberland conflicting
in any way herewith is or are repealed insofar and to the
extent that the same shall so conflict, and none of the limita-
tions or restrictions on the power of the Mayor and City
Council of Cumberland to borrow money or issue and sell
bonds contained in the Charter of said municipality or in any
other law which limits, restricts, or in any other way affects
the powers herein granted, nor any of the provisions of Sec-
tions 34-36 of Article 31 of the Annotated Code of Maryland
(1939 Edition), as amended, shall be applicable hereto.

Sec. 7. And be it further enacted, That the Mayor and
Council be and it is hereby authorized to accept any advances
and/or loans from The Housing and Home Home Finance Agency
of the United States Government or any other similar
agency or successor thereto, for the design, acquisition, con-
