SEC. 2. And be it further enacted, That the County
Commissioners of Baltimore County are authorized and
empowered to pay such additional benefits for such period,
or any part of such period, to any applicant who for any
part or all of said period was a school teacher of said
county who was retired and who was receiving any retire-
ment benefits under the provisions of other laws, where
such benefits in the aggregate were less than one hundred
dollars per month. The amount of any such payment or
payments shall be as specified hereinabove in this Act.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote, sup-
ported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall
take effect on January 1, 1951.

(Senate Bill 136)
AN ACT to add a new Section to Article 64A of the Anno-
tated Code of Maryland (1947 Supp. ), title "Merit Sys-
tem", said new Section to be known as Section 5B and to
follow immediately after Section 5A of said Article,
authorizing the Employment Commissioner to prepare
special lists of eligibles, without examination, of per-
sons certified by the Division of Vocational Rehabilita-
tion to be physically able and adequately trained, au-
thorizing and an appointing authority at its option to
use such special lists of eligibles, and requiring the per-
sons named thereon to waive benefits from any State
Pension System.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new Section be and it is hereby added to Article
64A of the Annotated Code of Maryland (1947 Supp. ),
title "Merit System", said new section to be known as Sec-
