mission, the duties, tenure and compensation of its mem-
bers, the establishment of a Classified City Service
which shall embrace all officers and employees of the
City of Cumberland except such persons as shall be spe-
cifically exempt therefrom, and authorizing appeals to
be taken by such officers and employees to the Civil Serv-

ice Commission in cases of suspension, demotion and

discharge, and for appeals to the Circuit Court for Alle-

gany County from the decision of the Civil Service

Commission.

AN ACT TO REPEAL AND RE-ENACT, WITH AMEND-
MENTS, SECTIONS 39 AND 48 OF THE CHARTER
OF THE CITY OF CUMBERLAND (1950 EDITION,
BEING ARTICLE 1A OF THE CODE OF PUBLIC
LOCAL LAWS OF MARYLAND), TITLE "CITY OF
CUMBERLAND", SUB-TITLE "CIVIL SERVICE—
"POLICE AND FIRE", RELATING TO THE POSI-
TIONS INCLUDED IN THE CLASSIFIED CITY
SERVICE IN THE CITY OF CUMBERLAND.

Section 1. Be it enacted by the General Assembly of
Maryland,
That Sections 36 to 46 inclusive of the Charter
of the City of Cumberland (1950 Edition, being Article 1A
of the Code of Public Local Laws of Maryland), be and the
same are hereby repealed,, and in lieu thereof a new section
to be under a new sub-title, "Police and Fire Departments, "

said new section to be known as Section 36 and to follow

immediately after Section 35 of said Charter, and a new
section to be under a new sub title "Civil Service, " to be
known as Section 37and to follow immediately after Sec-

tion 36 aforesaid of the City Charter, be and they are
hereby added to the City Charter as follows:

SECTION 1. BE IT ENACTED BY THE GENERAL
ASSEMBLY OF MARYLAND,
THAT SECTIONS 39
AND 48 OF THE CHARTER OF THE CITY OF CUM-
BERLAND (1950 EDITION, BEING ARTICLE 1A OF
THE CODE OF PUBLIC LOCAL LAWS OF MARY-
LAND), TITLE "CITY OF CUMBERLAND, " SUB-
TITLE "CIVIL SERVICE—POLICE AND FIRE, " BE
AND THEY ARE HEREBY REPEALED AND RE-EN-
ACTED, WITH AMENDMENTS, TO READ AS FOL-
LOWS:

Section 36 (a) Said Mayor and City Council shall have
full power and authority to establish and maintain a Police
Department, to be composed of a Chief of Police, and As-
sistant Chief of Police, Captains, Lieutenants, Sergeants
