sub-title "Justices of the Peace and Constables", so as to
provide that all persons charged with murder, man-
slaughter, or manslaughter by automobile shall be taken
before the Justice of the Peace sitting at the Central
Police Station and that all females and children under
sixteen years of age arrested upon any criminal charge,
whether under the laws of Maryland or of the City of
Baltimore, shall be taken before the Justice of the Peace
sitting at a station-house designated by the Police Com-
missioner of Baltimore City as the "Women's and Chil-
dren's Court", this latter being subject to certain excep-
tions; and to repeal Section 565 of said Charter, title
"Miscellaneous Local Laws", sub-title "Police Commis-
sioner", heading "Miscellaneous".
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 428 of the Charter and Public Local Laws of
Baltimore City (1949 Ed. ), title "Miscellaneous Local
Laws", sub-title "Justices of the Peace and Constables",
be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
428. (a) Except in cases of persons charged with mur-
der, manslaughter, or manslaughter by automobile and of
females and children under sixteen years of age, [When-
ever] whenever any person shall be arrested upon any
criminal charge, or for the violation of any law of this
State, or of any ordinance of the Mayor and City Council
of Baltimore, it shall be the duty of the police officer or con-
stable making such arrest, or in whose custody the [said]
person [so] arrested may be, to take [the] such person
[so arrested] before the Justice of the Peace [sitting at a
station-house] who [may have] issued the writ or warrant
for such arrest, or before whom such writ or warrant of
arrest is made returnable [; ], [but] provided that if such
arrest is made without a writ or warrant, or if such writ
or warrant is made returnable before [another] a Justice
of the Peace other than a Justice of the Peace sitting at a
station-house, it shall be the duty of [the said] such police
officer or constable to take the person [so] arrested to the
nearest station-house [; ]. [and the] The Justice of the
Peace sitting at [said] the station-house to which the per-
son arrested is taken shall take jurisdiction [in said] of
the case [. ] and dispose of such case promptly.
(b) All persons charged with murder, manslaughter, or
manslaughter by automobile shall be taken by the police
officer making the arrest, or in whose custody the person
arrested may be, before the Justice of the Peace sitting in
