1246 LAWS OF MARYLAND [CH. 444

Article 3 of the Public Local Laws of Maryland), title "Balti-
more County", sub-title "Landlord and Tenant, " said new sec-
tion to be known as Section 185A, to follow immediately after
Section 185 of said Code, and to read as follows:

185A. The County Commissioners shall have power, by ordi-
nance, to prohibit landlords from depriving tenants of or im-
pairing or reducing essential services furnished tenants, such
as means of ingress or egress, gas, electricity, water, heat, light,
furniture, furnishings, or similar services to which the tenant
may be entitled under the express or implied terms of the
tenancy, and they shall have the power to declare any violation
of the said prohibition a misdemeanor and to establish pen-
alties therefor.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

CHAPTER 444
(House Bill 751)

AN ACT to repeal and re-enact, with amendments, Section 72
of the Code of Public Local Laws of Baltimore County (1948
Edition), title "Baltimore County, " said section being under
"Title 5. County Treasurer, " and under the sub-heading
"Lien Certificates, " increasing the maximum charge for the
issue of a lien certificate in Baltimore County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Section 72 of the Code of Public Local Laws of Bal-
timore County (1948 Edition), title "Baltimore County, " said
section being under "Title 5. County Treasurer, " and under the
sub-heading "Lien Certificates, " be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

72. The County Treasurer shall have full power and author-
ity to provide for the issuance of a lien certificate stating
whether any, and, if so, what, county charges or assessments
exist against any particular property, and for making a charge
