they are hereby made valid to all intents and purposes, as if
said mortgage or assignment of mortgage had been in such
matters in full conformity with the law in force at the time of
such execution, provided, that any such mortgage or assign-
ment of mortgage is in other respects legal and valid; and
provided, further that nothing in Sections 103 and 107 shall
affect the rights of any bona fide purchasers or creditors,
without notice, who become so prior to June 1st, [1949] 1951.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

(House Bill 632)
AN ACT to repeal and re-enact, with amendments, Sub-section
81 (b) of the Charter of the City of Cumberland (1950 Edi-
tion, being Article 1A of the Code of Public Local Laws of
Maryland), title "City of Cumberland, " sub-title "Assess-
ments and Borrowing Power, " increasing the amount of the
tax which the Mayor and City Council of Cumberland may
levy and collect on the assessable property therein.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section 81 (b) of the Charter of the City of
Cumberland (1950 Edition, being Article 1A of the Code of
Public Local Laws of Maryland), title "City of Cumberland, "
sub-title "Assessments and Borrowing Power, " be and it is
hereby repealed and re-enacted, with amendments, to read as
follows:
81.
(b) (Levy, Indebtedness. ) Said Mayor and City Council of
Cumberland shall have power to levy and collect a tax on the
assessable property of said city for the general purposes of said
corporation, not exceeding in any one year ninety-five cents
on each one hundred dollars worth of said assessable property;
and in addition, to levy and collect such a tax on the assessable
