County generally, accompanied by widespread unemployment
due to technological changes in the basic industries in the
County; and
WHEREAS, the United States Department of Labor has recog-
nized the situation in the City of Cumberland and in Allegany
County generally and has designated the County as one of the
distressed areas of the country; and
WHEREAS, to alleviate the said situation a corporation,
known as The Cumberland and Allegany Industrial Promotion
Company, has been organized to promote the industrial de-
velopment of said County and City by seeking to induce new
industries to locate therein and to take other steps deemed
helpful in advancing such industrial development; and
WHEREAS, The Cumberland and Allegany Industrial Pro-
motion Company is a non-stock, non-profit corporation whose
purposes of incorporation are set out above; and
WHEREAS, it is believed that the proper financing of this
said corporation is necessary in order that its efficiency, service
and public benefits may be increased, and that the County
Commissioners of Allegany County and the Mayor and City
Council of Cumberland should contribute to the cost thereof;
now therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be added to Article 1 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Alle-
gany County", sub-title "County Commissioners", said new
section to follow immediately after Section 98 of said Article
and to be known as Section 98A, and to read as follows:
98A. The County Commissioners of Allegany County and
the Mayor and City Council of Cumberland each are hereby
authorized to levy annually and to collect from the assessable
property in Allegany County and in the City of Cumberland,
respectively, as other taxes are levied and collected, a sum not
to exceed $5, 000. 00. Said sum, or any part thereof, may be
donated to The Cumberland and Allegany Industrial Promo-
tion Company to assist in the industrial promotion of Allegany
County and the City of Cumberland and for the other public
purposes of said corporation.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.
