1108 LAWS OP MARYLAND [CH. 368

Council of Hyattsville are hereby authorized and empowered to
borrow from time to time, on the credit and faith of the
[town] City of Hyattsville, a sum or sums of money which
shall not, however, exceed in amount at any time the total
sum of eight per centum of the assessed valuation of all prop-
erty of whatsoever nature subject to assessment by the Mayor
and City Council of Hyattsville, and to issue bonds or cer-
tificates of indebtedness therefor, which shall be payable on
or before ten years from the date of issuance, with interest
not to exceed the rate of six per centum per annum, payable
semi-annually. The funds derived from the sale of said bonds
or certificates of indebtedness shall be deposited by the Mayor
and City Council of Hyattsville, through its Treasurer, in some
safe banking institution in the State of Maryland, to be deter-
mined by it, and be subject to the check of the Treasurer of
said [town] City, countersigned by the Mayor. Out of said
funds shall be paid only the [property] proper expenses for
the negotiation, sale and liquidation of said bonds or certifi-
cates of indebtedness heretofore issued or to be issued and the
planning and construction of all of the street and other im-
provements hereinbefore mentioned, including money hereafter
paid out by the [town] City as interest on sums to be bor-
rowed by the [town] City, before the sale of said bonds or
certificates of indebtedness for payment of costs of planning
and construction of the aforesaid work.

783. The Mayor and City Council of Hyattsville is hereby
authorized to do all acts not specifically mentioned herein
which may be necessary to issue and sell bonds or certificates of
indebtedness, provide for the payment thereof, and the interest
thereon, and to arrange for and construct the roadbeds, side-
walks, curbs, gutters, storm drains and street and alley im-
provements, as provided herein. The bonds or certificates of
indebtedness issued hereunder shall be the direct obligation
of the Mayor and City Council of Hyattsville, and the said
corporation shall be responsible therefor and the guarantor
thereof.

784. The Mayor and City Council of Hyattsville shall have
the power to assess against the abutting property and collect
from the owners thereof the cost of roadbeds, sidewalks, curbs,
gutters, storm drains and street and alley improvements, or
any or all, constructed under the provisions of this [sub-
heading] sub-title, including the cost of street and public alley
intersections, and all construction costs including that for
drains and culverts where necessary, excavation, preparation
of [preliminary] plans, advertising for bids, supervision, and
all costs for the preparation of ordinances pertaining to [the
