1947 Supp. ), title "Agriculture, " sub-title "Soil Conserva-
tion Districts", be and the same are hereby repealed and
re-enacted, with amendments, to read as follows:

48. (State Soil Conservation Committee. ) A. There
is hereby established, in the State Board of Agriculture and
the Regents of the University of Maryland, to serve as an
agency of the State and to perform the functions con-
ferred upon it in this sub-title, the State Soil Conserva-
tion Committee. The following shall serve as members of
the committee: the Director of the Maryland Experiment
Station, the Director of the Maryland Agricultural Exten-
sion Service, the [Maryland State Forester] Director of
the Maryland Department of State Forests and Parks,
the
Chairman of the State Board of Agriculture, the Dean of
Agriculture of the University of Maryland, two soil con-
servation district supervisors from soil conservation dis-
tricts organized in Maryland according to the provisions
of this Act, each of whom is to serve for a term of one
year, to be appointed by the State Board of Agriculture,
and the principal administrative officer for Maryland of
the Soil Conservation Service, United States Department
of Agriculture. The committee shall adopt a seal, which
seal shall be judicially noticed, and may perform such
acts, hold such public hearings, and promulgate such rules
and regulations as may be necessary for the execution of
its functions under this sub-title.

51. (Appointment, Qualifications and Tenure of Super-
visors. ) A. The governing body of the district shall con-
sist of five (5) supervisors, elected or appointed as pro-
vided hereinabove. The two supervisors appointed by the
committee shall be persons who are by training and ex-
perience qualified to perform the specialized skilled serv-
ices which will be required of them in the performance of
their duties hereunder.

B. The supervisors shall designate a chairman and may
from time to time, change such designation. The term of
office of each supervisor shall be three (3) years, except
that the supervisors who are first appointed shall be desig-
nated to serve for terms of 1 and 2 years, respectively,
from the date of their appointment. A supervisor shall
hold office until his successor has been elected or appointed
and has qualified. Vacancies shall be filled for the unex-
pired term. The selection of successors to fill an unex-
pired term, or for a full term, shall be made in the same
manner in which the retiring supervisors shall, respec-
tively, have been selected. A majority of the supervisors
shall constitute a quorum and the concurrence of a ma-
