sist of two competent persons, familiar with the electrical
business, residing in Washington County, and having been
residents thereof for at least five years, one of whom shall
be selected from an electric public utility company doing
business in Washington County, and the other from among
the duly licensed Master Electricians in said County, and
whose term of office shall be for two years, and a member
of a Volunteer Fire Company in said County whose term
of office shall run for the same period of time that he shall
hold office as president of said association. Should any
vacancy occur from any cause during the term of any
board as herein provided, the Board of County Commis-
sioners of Washington County shall appoint someone to fill
such vacancy. The Board of County Commissioners of
Washington County shall have full power to remove any
member of the board for incompetency or improper con-
duct upon satisfactory evidence being presented to it of
such condition.
179B. The members of said board shall respectively
take and subscribe the oath required by other State offi-
cers. They shall have power to elect out of their number,
a. President, Secretary and Treasurer, and to adopt such
rules and by-laws for the transaction of business of the
Board as they shall deem expedient.
179C. Each member of said Board shall receive a com-
pensation of Ten Dollars ($10. 00) per day subject to a
maximum of Fifty Dollars ($50. 00) per year for actual
service in attending meetings of the Board which compen-
sation shall be paid out of any moneys in the hand of the
Treasurer of said Board; provided, that the Secretary of
said Board may receive such additional compensation as
the Board may deem just and reasonable, and for which
the by-laws of the said Board may provide; provided, how-
ever, that the compensation and expenses of said Board
shall in no event be paid out of the funds in the State
Treasury or become a charge against the State.
179D. Said Board shall meet at least quarterly in each
year in Hagerstown and shall hold special meetings as fre-
quently as the proper and efficient discharge of its busi-
ness shall require, and said Board shall adopt such rules
and regulations for the examinations of Master Electri-
cians as herein defined: and for the placing, installing and
operating electrical wires, appliances, apparatus or con-
struction in, upon and about buildings in Washington Coun-
ty, and when so adopted, such rules and regulations shall
