(2) The proceeds of the said bonds remaining after the
allocation provided for in Sub-section (1) of Section 2 of
this Act may, in the discretion of the County Commis-
sioners, be allocated or expended for the following pur-
poses:
The construction of sidewalks, streets and roads; in-
stallation, operation and maintenance of lighting equip-
ment for highways and intersections, separately or in con-
junction or cooperation with any available State or Fed-
eral funds, with authority to enter into contracts with the
State Roads Commission, Federal Works Agency, Public
Roads Administration, or any other State, Federal, re-
gional or local agency of the government.
SEC. 3. And be it further enacted, That in the event
that the County Commissioners deem that the existence of
a state of national emergency makes it uneconomical or
inexpedient to develop or construct the projects recom-
mended and designated during any part of the calendar
year 1951, then all of the terms and conditions of this Act
shall be extended to include the calendar year 1952. This
Act shall not he construed as repealing, amending, limiting
or restricting in any wise the operation of Chapter 618 of
the Acts of 1949 of the General Assembly of Maryland.
SEC. 4. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and being passed upon a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
