precinct or district, as the case may be, shall be registered
as qualified voters.

(6)   The headings in the registry books shall be so pre-
pared that the registry shall be made alphabetical, accord-
ing to the surname of each person applying, and so that
the residence and post office address of such person shall
appear in the first column. The registers shall be ruled,
and one name shall be written on each line, but no name
shall be written between the lines.

(7)   The applicant shall be required to answer the ques-
tions under the heads of each and all of the columns. After
the answers of the applicant to all such questions have
been properly entered by the officers of election in his
presence on both registers, and not until then, he shall
sign his name upon the same line under the column "Signa-
nature", if he can do so. If he shall state his inability so to
do, the officers of election shall make the entry "Cannot
write" in the place of such signature, and shall follow said
entry by a brief notation of the applicant's height, color of
eyes, and any distinguishing physical marks.

(8)   Any voter shall be permitted to be present at the
place of registration in any precinct or district of his
county, and shall have the right to challenge any applicant;
any such applicant so challenged shall be carefully ques-
tioned by the Board of Registry as to his right to be regis-
tered in such precinct or district, and by decision of the
majority of the Board shall be entered as a qualified voter
or refused registration, as the case may be.

(9)   At the end of each such session, the registers shall
be made to agree, where there is any difference between
them, and the officers of registration shall sign their names
in their respective registry books immediately under the
the last name registered under each letter on said registers.

(10)   The place of any officer of registration who may
be absent on any day of registration or revision shall be
filled by the other members of the Board then present,
always selecting a person of the same political party as
the absent person and the oath prescribed in Section 7 of
this Article shall be administered by one of the members
of said Board then present to such temporary officer of
registration; whenever the regular officer shall return or
be present the temporary incumbent shall vacate his office.
The appointment and swearing in of any such substitute
and the reasons therefor, and the time when such substi-
tutes began and ceased to serve as officers of registration
shall be noted by the Board in the registers.
