SEC. 11. And be it enacted, That the said directors
and all the officers of said institution, before they act
as such, shall make oath or affirmation, that he or she
will, well and faithfully execute and perform the duties
appertaining to his or her office, according to the laws
of this State, and the rules and regulations adopted
for the government of the Maryland Penitentiary, and
that he or she will not, during his or her connexion
with said Penitentiary, sell to or buy from the said
institution or its authorities, directly or indirectly, any

SEC. 12. And be it enacted, That no person having
any official connexion with the said institution, shall
be directly or indirectly concerned, or interested in any
contract, purchase or sale of any thing for, by, or on
account of the said prison, nor shall they sell to, nor
