such other times as by the said ordinances or their
own adjournments they may direct, and when so as-
sembled, they shall have power from time to time, to

appoint a president, treasurer and secretary, to make
contracts with the, professors or teachers, relative to
the instruction of the scholars, to be placed under their
care, and for the payment of their salaries, to exam-
ine the progress of the students and scholars, to hear
and determine on all complaints and appeals, and all
matters touching the discipline and government of the
said Academy, and the execution of their ordinances,
and generally to manage the state and concerns of the
said seminary, in such manner as they shall deem best
for the advantage of the institution.

An act to authorise the Commissioners of Tax of Carroll
county, to levy a sum of money for the support of
Catharine Hipsley, an indigent lunatic, wife of
Jonah Hipsley.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the commissioners of tax of Carroll
county he, and they are hereby authorised and directed
to levy annually, as long as they deem it necessary, on
the taxable property of Carroll county, a sum of mo-

same in quarterly instalments to Thomas Barthelow,
or his order, for the benefit and support of Catharine
Hipsley, an indigent lunatic, and wife of Jonah Hipsley,

not exceeding twenty dollars, and pay the same to
George Matter, or his order, in quarterly instalments,
for the benefit and support of Ignatius L. Syford, an

SEC. 2. And be it enacted, That until said levies are
made and collected, the, said commissioners shall pay
the several instalments as they may become due, out of
any unappropriated money which may be in the trea-
sury of said county.
