mance of his or their contract, in the usual form.

An act to incorporate the Town of Havre-de-Grace, in
Harford County.

Preamble

ers.

WHEREAS, it is represented to this General Assembly,
that it would greatly contribute to the advantage and im-
provement of the town of Havre-de-Grace, in Harford
county, if the same should be placed under the care and
regulation of certain commissioners, to be elected by the
citizens thereof, and vested with sufficient powers to for-
ward and effect the purposes intended — therefore,
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the citizens of the town of Havre-de-
Grace, in Harford county, shall be and they are hereby
constituted and made a body corporate, by the name of
the Commissioners of Havre-de-Grace, and as such, shall
have succession; and by their corporate name may sue and
be sued, plead and be impleaded, grant, receive and do

all other acts as natural persons, and may purchase and

hold real, personal and mixed property, or dispose of the
same for the benefit of the said town; and may have and
use a common seal, which may be broken or altered at
pleasure.

SEC. 2. And be it enacted, That all free white male citi-
zens of the town of Havre-de-Grace aforesaid, above
twenty-one years of age, who shall have bona fide resided
in said town, for and during the space of six months, and
twelve months in the State, next preceding the election,
shall on the first Monday in January next, at the school
house in said town; and on the first Monday in each and
every year hereafter, at such house as shall hereafter be
designated by the municipality, be authorised to elect five
judicious and discreet persons commissioners for said
town, and who shall have resided within the limits of said
town for at least twelve months next preceding the elec-

tion.

sioners shall appoint three persons, who shall in the first
