FRANCIS THOMAS, ESQUIRE, GOVERNOR.

CHAP. 16.

eighteen hundred and forty-three, that a special election for
representatives to the Congress of the United States under
this act, shall be held in the several counties of this State,
Howard District and in the city of Baltimore, on the four-
teenth day of February, eighteen hundred and forty-four.

Governor to
issue procla-
mation.

Sec. 3. And be it enacted, That the Governor of this
State, From and immediately after the passage of this act,
shall issue his proclamation, ordering an election of repre-
sentatives to Congress, according to the provisions of this
act, and shall also cause this act to be published in, at least,
two newspapers in the city of Baltimore, and one news-
paper in each county of the State, where a newspaper is
published, and in his said proclamation shall require notice of
such election to be given by the sheriff's of the respective
counties, and Howard District, and by the mayor of the
city of Baltimore.

Judges to hold
election.

Sec. 4. And be it enacted, That the judges of election
for the several counties of this State, Howard District, and
the city of Baltimore, shall meet at the respective places
of holding elections, in their said several counties, said
Howard District, and said city of Baltimore, on the said
fourteenth day of February, eighteen hundred forty-four,
and shall proceed to hold said elections according to the
provisions of this act, and laws regulating elections in this
State, make returns of said election in the manner now
required by law, and which election of representatives to
the Congress of the United States, shall also be proclaimed
by the Governor of this State, as is now required by law.

Regular elec-
tion.

Sec. 5. And be it enacted, That the regular election of
representatives to Congress from this State, shall be made
by the citizens of this State, qualified to vote for members
to the House of delegates, and each citizen entitled as
aforesaid, shall vote by ballot, on the first Wednesday in
October, in the year eighteen hundred and forty-five, and
on the same day in every second year thereafter, at the
places in the city of Baltimore, and in the city of Anna-
polis, and in the several counties, and Howard District of
this State, as prescribed by the constitution and laws of
this State, for the election of members to the house of
delegates.

Thirty days
notice.

Sec. 6. And be it enacted, That in case a vacancy
should occur in the House of Representatives in the Con-
gress of the United States, or an extra session of Con-
gress should be called by the President, of the United
States, when there is no representation in Congress from
this State, to commence at such period as to make it
necessary that a representative or representatives in Con-
gress from this State should be chosen before the regular
time appointed by law, for such election, then the Governor
