1842 RESOLUTIONS.
Canal that its terminus being within the limits of the Dis-
trict of Columbia; if the boundless hopes which have allu-
red the steps of past legislation are to be realized to any
extent It may well be said that the territory of the Union
should look to a more full participation than any other, so
far the committee has proceeded upon the supposition that
the grant of seventeen hundred and ninety was a donation,
and if it be so, they think that the preceding consideration
will justify the resolutions with which they propose to
conclude their report.
It admits however of another view which if a correct
one, places the enquiry beyond all doubt. The language of
the preamble and resolution which have been recited in this
report for the more clear exhibition of the subject of this
enquiry will advance this language as also used in the re-
port of the committee, and wherever any proceedings in
relation are had, language which without torture may be
understood, if indeed it be not the only way in which it
should be understood to contemplate a loan.
The committee propose for the action of the house the
following resolutions:
Resolved by the General Assembly of Maryland, That
our Representatives in Congress be requested to use their
exertion to obtain the passage of a law by Congress to au-
thorize the Secretary of the Treasury to refund to the
State of Maryland the sum of seventy-two thousand dol-
lars, with interest, which was advanced by the state in the
year seventeen hundred and ninety, to the general govern-
ment, for the purpose of erecting public buildings.
Resolved, That his Excellency the Governor be respect-
fully requested to forward a copy of these resolutions and
the accompanying report to our representatives in Congress.

Relating to the Academies in Baltimore County.
Resolved by the General Assembly of Maryland, That
the eight hundred dollars appropriated to the support of
academies in Baltimore county, be and is hereby directed
to be after the current year paid by the treasurer of the
western shore in equal sums to the order of the trustees of
each of the following five academies, viz. Govans-Town,
Hereford, Saint James, Franklin and Powell's Run Acade-
my, and that the said trustees shall cause to be educated
free of charge at each of the said academies not less than
two poor children.
