CHAP. 80.
Duties, etc

and every year, and adjourned meetings, if necessary; and
said managers, when so assembled, or a majority of them,
shall determine in what manner the said school monies shall
be applied in each election district, for the most effectual
dissemination of instruction in common schools, always
giving the preference to the most, needy, including in the
distribution, so to be made of said funds, an allowance for
such books and stationary, as may be necessary for the poor,
and if any surplus remains over and above the amount that
may be required as aforesaid, the managers in the district
to which such surplus belongs, may apply the same, at the
end of the fiscal year of the school fund, for the benefit of
the patrons of the several schools, in compensating the teach-
ers, or by using the same in aiding to build school houses in
destitute neighborhoods; and the managers aforesaid may
hold district meetings in their several districts in October,
January and April, for the purpose of comparing their ac-
counts, and ascertaining the amount of money they have ex-
pended, and to make such regulations for the good govern-
ment of schools, and the proper application of school money,
as they may think expedient and necessary.

Sec. 8. And be it enacted, That the managers of each
district, shall draw their orders upon the treasurer of the
school fund for the payment of allowances that may be made
by said managers in virtue of this act, which orders shall
be paid by said treasurer in cash at sight, and in case of de-
fault of said treasurer to cash said orders at sight, he shall
forfeit to the holder of the same, an amount equal to one
hundred per centum per annum, on the sum specified in said
order, calculating the same from the time of its presenta-

tion until paid; provided, there be funds in the care of said
treasurer, applicable to the payment of said order.

Sec. 9. And be it enacted, That the managers be entitled
to a per diem allowance, to be paid out of said funds, of two
dollars each, for their attendance at the stated and district

Sec. 10. And be it enacted, That the managers of schools
shall draw their orders in the following form, viz: treasurer
of the school fund for Montgomery county, pay or
order, the sum of dollars of the school fund apportion-
ed to the election district, which orders shall be paid
by said treasurer, when signed by any one manager, except
as herein otherwise directed.

Sec. 11. And be it enacted, That all acts or parts of acts,
inconsistent with the provisions of this act, be and the same
are hereby repealed.
