CHAP. 233.

who shall preside at all meetings of the commissioners, vote
on all questions before them, and remain in office until su-
perseded by the appointment of a new president, after a
new election of commissioners.

Vacancies.

SEC. 7. And be it enacted, That if any of the commis-
sioners during the year for which they were elected, should
die, resign, remove from said village, or be otherwise dis-
qualified, an election to fill the vacancy shall be held, at
which all persons qualified shall be entitled to vote.

In case election
be not held.

SEC. 8. And be it enacted, That should the inhabitants
at any time neglect to make an election at the times requir-
ed by this act, the power of electing commissioners shall
not therefore cease; but the right and power of said inha-
bitants of said village in that respect, shall continue the
same as though such election had been made; and the pre-
sident and commissioners for the time being, shall continue
and remain in office until such election shall be held.

Limits of town
described.

SEC. 9. And be it enacted, That the limits of said Jeffer-
sonville shall commence at the southwest corner of Wil-
liam Coffield's lot on the Susquehanna river, thence up said
river binding on the same until it intersects the north boun-
dary line of Joshua Green's lot, thence east five hundred
yards, thence south parallel with first line, and for the same
distance thence to the place of beginning.

Clerk: his com-
pensation, &c.

SEC. 10. And be it enacted, That the said commissioners
shall have power to appoint a clerk and assign his duties,
and allow him such compensation for his services as they
may think proper; and that all ordinances passed by the
said commissioners, or a majority of them, shall by their
clerk be entered in a book to be kept by him for that pur-
pose, and shall be open at all times for the inspection of
any person interested, and copies of all ordinances shall be
put up in the most public places of said village.

Authority to
build wharves.

SEC. 11. And be it enacted, That the said commissioners
shall have power and authority to determine upon and re-
gulate all matters relating to the erecting or building of
wharves in said village; to regulate the mooring of rafts,
arks and boats, and to prevent all nuisances and obstructions
from being placed on the waters of said river Susquehanna
in front of said village.

May levy a tax
not over 30 cts.

in the $100.

SEC. 12. And be it enacted, That the said commissioners
shall have full power and authority to levy and collect tax-
es in said village, not exceeding in any one year thirty cents
in the hundred dollars on the assessable property of said
village; and for the purpose of making said levy, they shall
once in every three years, or oftener if they think proper,
