CHAPTER 3
(House Bill 1)

AN ACT to authorize the Mayor and City Council of Baltimore to
issue the certificates of indebtedness of said corporation to an
amount not exceeding Six Million Dollars ($6,000,000), the pro-
ceeds of the same to be used for the acquisition of land or property
in the City of Baltimore and establishing, constructing, erecting
and equipping on said land or property, or on any land or property
now or hereafter owned by the Mayor and City Council of Bal-
timore, a modern and adequate civic center and all facilities and
appurtenances necessary or useful in connection with the opera-
tion of a modern civic center which shall be designed and con-
structed to be used for or in connection with sporting events,
exhibitions, performances for theatrical, educational and cultural
purposes and for a public auditorium or convention hall, and for
doing any and all things necessary, proper or expedient in con-
nection with or pertaining to any or all of the matters or things
hereinbefore mentioned; conferring and imposing upon the Civic
Center Commission of Baltimore certain powers and duties; pro-
viding certain conditions which must be complied with before
the proceeds of sale of said certificates of indebtedness may be
expended; authorizing said municipality to submit an ordinance
or ordinances for said purpose to the legal voters of Baltimore
City; and declaring this act to be an emergency measure.

WHEREAS, by Chapter 7 of the Acts of the General Assembly of
Maryland of 1956 (Special Session) and Ordinance No, 454, ap-
proved May 29, 1956, the Mayor and City Council of Baltimore was
authorized to issue its certificates of indebtedness to an amount not
exceeding Six Million Dollars ($6,000,000), the proceeds of the
same to be used for the acquisition of land or property and thereon
or on other City-owned property constructing and establishing a
modern and adequate Civic Center; and

WHEREAS, it has been determined that additional funds are now
needed for said purpose; therefore

SECTION 1. Be it enacted by the General Assembly of Maryland,
That the Mayor and City Council of Baltimore be and it is hereby
authorized to issue the certificates of indebtedness of said corpora-
tion to an amount not exceeding Six Million Dollars ($6,000,000),
the said certificates of indebtedness to be issued from time to time
and for such amounts, and payable at such time or times, and to
bear such rate or rates of interest, all as the Mayor and City
Council of Baltimore shall by ordinance or ordinances from time
to time provide; but said certificates of indebtedness shall not be
issued in whole or in part unless an ordinance or ordinances of the
Mayor and City Council of Baltimore providing for the issuance
thereof shall be submitted to the legal voters of Baltimore City at
