or more separate ordinances submit a part of said loan to the legal
voters of said City at different times; and any ordinance or ordi-
nances submitting the whole or any part of this loan to the legal
voters of Baltimore City shall provide for the expenditure of the
proceeds thereof in accordance with the provisions of the Charter of
the Mayor and City Council of Baltimore, and by the municipal
agency or authority designated in the annual Ordinance of Estimates
of the Mayor and City Council of Baltimore.
SEC. 6. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote, supported by three-fifths of all of the mem-
bers elected to each of the two Houses of the General Assembly of
Maryland, the same shall take effect from the date of its passage.
