and imposed upon him. He shall devote his entire time to the
duties of his office, and shall receive such compensation as
may be provided in the State budget, and shall be reimbursed
for all traveling and other expenses incurred by him in the
discharge of his official duties. He shall hold at least a valid
private pilot's license.
(2) (Director—Powers and Duties. ) The Director shall be
the executive officer of the Commission and under its super-
vision shall administer the provisions of this Article, and the
rules, regulations, and orders established thereunder, and all
other laws of the State relative to aeronautics. He shall
attend, but not vote at, the meetings of the Commission.
He shall be in charge of the offices of the Commission and
responsible to the Commission for the preparation of reports
and collection and dissemination of data and other public
information relating to aeronautics. At the direction of the
Commission, he shall, together with the Chairman of the
Commission, execute all contracts entered into by the Com-
mission which are legally authorized.
(3) (Director—Delegation of Powers to. ) The Commission
may, by written order filed in its office, delegate to the Di-
rector any of the ministerial powers or duties vested in or im-
posed upon it by this Article. Such delegated powers or duties
may be exercised by the Director in the name of the Com-
mission. The Director shall be removable from said office at
the discretion of the Commission for malfeasance, misfeasance
or nonfeasance, said removal to be determined by a majority
vote of the members of the Commission.
(4) (Other Employees—Appointments. ) The Director shall
appoint, subject to the approval of the Commission, such
experts, field and office assistants, clerks, and other employees
as may be required and authorized for the proper discharge
and the functions of the Commission. The salaries or com-
pensation of such experts, field and office assistants, clerks,
and other employees shall be as provided in the State budget.
(c) (Attorney — Appointment of. ) The Attorney General
of Maryland shall be the legal adviser and representative of
the Commission and shall represent the Commission in all
actions in law and in equity relating to or concerning the
activities of the Commission in the courts of this State, any
other State, or in any court of the United States of America.
(d) (Commission Organization, Meetings, Reports. ) The
Commission is authorized to make such rules and regulations
for its administration not inconsistent herewith as it may
deem expedient and may from time to time amend such rules
and regulations. The Commission shall maintain a regular
