and by providing for cooperation with the federal authori-
ties in the development of a national system of civil aviation
and with the county and municipal authorities in the de-
velopment of aviation in the State for the coordination of
the aeronautical activities of those authorities and the
authorities of this State.
COMMISSION
3. (Aviation Commission. )
(a) (Creation, Membership. ) There is hereby created the
"State Aviation Commission of Maryland", consisting of five
members, to be appointed by the Governor, for a term of three
years, the members of said Commission to serve without com-
pensation. One member shall be designated as Chairman by
the Governor.
The present members of the State Aviation Commission of
Maryland are hereby authorized to continue in office until the
termination date of their present appointments. The suc-
cessors of the present members shall be appointed for terms
of three years in the same manner as the members originally
appointed, except that any person appointed to fill a vacancy
prior to the expiration of the term for which his predecessor
was appointed shall be appointed only for the remainder of
such term. Each member shall serve until the appointment
and qualification of his successor. All members of the Com-
mission shall be citizens and bona fide residents of the State.
At least two members shall hold at the time of their ap-
pointment valid federal airman certificates in the grade of
private pilot or higher.
No member shall receive any salary for his services but
each shall be reimbursed for actual and necessary expenses
incurred by him in the performance of his duties.
The members of the Commission may be removed by the
Governor for inefficiency, neglect of duty, or malfeasance in
office, upon being given notice in writing of the charge or
charges made against him and an opportunity to appear in
person and with counsel for the purpose of making such
defense thereto as he may have.
(b) (Director of Aeronautics, Other Employees. )
(1) (Director — Appointment, Qualifications, Compensa-
tion. ) A Director of Aeronautics shall be appointed by the
Commission who shall serve for an indefinite term at the
pleasure of the Commission. He shall be appointed with due
regard to his fitness, by aeronautical education, and by knowl-
edge of and recent practical experience in aeronautics, for
