384. The State's Attorney of Baltimore County shall receive
an annual salary of Five Thousand Dollars ($5, 000. 00) to be
paid to him in equal semi-monthly installments by the County
Commissioners of Baltimore County. The State's Attorney
for Baltimore County is hereby authorized and empowered to
appoint such clerical and other assistance as in his judgment
may be necessary for the proper conduct of his office, at such
compensation as he may deem proper, to be paid by the County
Commissioners of Baltimore County on the certification of the
State's Attorney. Such clerical and other assistance as may
be appointed by the State's Attorney hereunder shall perform
such clerical and other work as he may direct. The salary
herein provided for the State's Attorney of Baltimore County
shall be payable accounting from the effective date of the
amendment to Section 9 of Article 5 of the Maryland Consti-
tution, as proposed by Chapter 490 of the Acts of 1943.

SEC. 2. And be it further enacted, That Sections 385 and
386 of of Public Local Laws of Baltimore County (Smith's
1948 Edition) be and the same are hereby repealed.

SEC. 3. And be it -further enacted, That a new section to be
known as Section 385 of the Code of Public Local Laws of
Baltimore County (Smith's 1948 Edition), be and it hereby is
enacted, to read as follows:

385. It shall be the duty of the State's Attorney of Balti-
more County, in making up his accounts against the Board of
County Commissioners of Baltimore County, for all such ex-
penses as are properly chargeable against said Board of County
Commissioners of Baltimore County, to state fully and par-
ticularly the items of expenses incurred in the proper discharge
of his duties and which accounts, together with the affidavit of
said State's Attorney of Baltimore County as to the correctness
thereof, and the fairness of the charges therein made, shall be
submitted by the State's Attorney of Baltimore County to a
Judge of the Circuit Court for Baltimore County; and it shall
be the duty of said Judge to examine said account, and if the
items thereof are properly chargeable against the County
Commissioners of Baltimore County, and the charges are fair
and reasonable, the said Judge shall endorse on said account
his certificate to that effect; and upon the certificate afore-
said of the said Judge being endorsed upon said account, the
said account shall be filed with the Secretary to the Board of
County Commissioners of Baltimore County and it shall be the
duty of said County Commissioners to pass said accounts as
certified to them by said Judge, and it shall also be the duty
of said County Commissioners to levy and collect, for the use
