90 LAWS OF MARYLAND. [CH. 80

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 8E and 8H(2) and 8H(13) of Article 78A
of the Annotated Code of Maryland (1947 Supplement), title
"Public Works, " sub-title "Department of Public Improve-
ments", be and they are hereby repealed and re-enacted, with
amendments, and that a new section be and it is hereby added
to said Article 78A, said new section to be known as Sec-
tion 8HA, to follow immediately after Section 8H of said
Article, and to read as follows:

8E. The Chief Engineer shall appoint a Deputy Chief
Engineer and such number of additional employees of the
Department of Public Improvements as may be provided for
in the budget. The appointment of all employees, other than
the Deputy Chief Engineer or Executive Secretary, shall be
from the Classified Service of the State of Maryland, and in
accordance with the rules and practice of the Merit System.
The Deputy Chief Engineer or Executive Secretary, shall be
appointed and hold office at the will of the Chief Engineer.
The Chief Engineer may at his discretion appoint the Deputy
Chief Engineer from among the classified employees in the
Department of Public Improvements, and if such an ap-
pointee is subsequently removed from or ceases to hold his
position as Deputy Chief Engineer, he shall be restored to
the merit system status in the position held by him at the
time of his appointment as Deputy Chief Engineer.

The Deputy Chief Engineer shall be an Engineer or Archi-
tect, registered under the laws of this State, and shall have
at least five years experience in building design and con-
struction.

8H.

(2) Select and appoint architects and engineers to prepare
plans and specifications for all public improvements, such
appointments to be subject, however, to the approval of the
Board of Public Works, and all such architects and engineers
shall be subject to the rules and regulations of the Depart-
ment of Public Improvements;

(13) Collect and maintain a complete and accurate file of
drawings and plats of the location and situation of all public
improvements, provided that all original drawings, plats,
specifications and records shall be stored in a fireproof
vault; and

8HA. There is hereby established a Board of Architectural
Review, which shall be composed of seven members to be ap-
pointed by the Chief Engineer from a list of not less than
