the right of and opposite the words "Against Increased Prop-
erty Tax Kate", so that the voters shall be able to designate
by a cross mark in the proper square or box his or her de-
cision for or against said proposed increased property tax
rate. If a majority of the votes cast on said question shall
be "For Increased Property Tax Rate", then Sub-sections (a)
and (b) of Section 16, as amended by this Act, shall become
immediately effective. If a majority of the votes cast thereon
shall be "Against Increased Property Tax Bate", then Sub-
sections (a) and (b) of Section 16 shall remain as if this Act
had never been passed.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 360
(House Bill 396)

AN ACT to cede the jurisdiction of the State of Maryland
over a certain parcel of land in the City of Baltimore to
the United States of America to be used for a Veterans'
Administration Hospital.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the jurisdiction of the State of Maryland is hereby
ceded to the United States of America over that parcel of
land situate in Baltimore City, heretofore acquired by the
United States for a Veterans' Administration Hospital, and
more particularly described as follows: Beginning at a point
on the westerly side line of Loch Raven Boulevard and at
the point of tangency of this side line with the curve joining
this side line with the easterly side line of Alameda Boule-
vard; thence in a westerly direction by and with the curve
above mentioned, 144 feet, 2 1/2 inches; thence northwesterly
by and with the easterly side line of Alameda Boulevard, by
three courses, 279 feet, 7 inches, 800 feet, and 205 feet, 9 1/2
inches, totaling 1, 285 feet, 4 1/2 inches; thence due east 1, 169
feet, 4 1/2 inches to the westerly side line of Loch Raven Boule-
