to writing and read aloud at the meetings, and four affirma-
tive votes with the signatures of those voting in favor thereof
shall be affixed to the written ordinance or resolution before
it shall become effective. After the passage of any ordinance
or resolution, it shall be recorded by the Town Clerk and
Treasurer in an Ordinance Book to be provided by the Town,
and no money shall be expended by the Town Clerk and
Treasurer pursuant to any ordinance, resolution or order of
the Mayor and Town Council until full and complete entry
has been made by him in the proper books of record.

POWERS

203. The Mayor and Town Council of Cheverly shall and
are hereby granted authority to exercise all power relating
to municipal affairs and to pass ordinances and take measures
as they may deem necessary for the good government, health,
morals, safety and improvement of the Town, and to exercise
the police power of the Town. No enumerations of power
in this or any law shall be deemed to restrict the general
grant of authority hereby granted, unless expressly so stated
by such law. The following shall be deemed a part of the
power hereby granted to the Mayor and Town Council and
are in addition to the above general grant of powers:

(a) To levy, assess and collect taxes and to borrow money,
and to levy and collect special assessments for benefits ob-
tained, all as hereinafter provided by this Charter.

(b) To pass ordinances to prevent and remove nuisances
and obstructions from the streets, sidewalks, lanes and alleys
of said Town and from property adjoining the same.

(c) To pass ordinances to restrain and punish all nuisances,
disorders, annoyances and disorderly conduct within said
Town, and for preventing swine, cattle, fowls, dogs or other
animals from running at large on the streets.

(d) To regulate the speed and operation of motorcycles,
motor bikes, motor scooters, buses, trucks, motor vehicles
and locomotives within the Town limits.

(e) To provide by ordinance for the surveying, grading,
paving, repairing, draining, laying out, extending, opening,
closing, straightening or relocating any of the streets, side-
walks or alleys in said Town, and may condemn or purchase
the right of way for any street or alley which it may deter-
mine shall be opened for the public good, the process of con-
demnation to conform so far as may be to the condemnation
of property for roadways by the Commissioners of Prince
George's County, as authorized by law.
