SEC. 5. And be it further enacted. That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety
and having been passed upon by yea and nay vote, sup-
ported by three-fifths of all the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

CHAPTER 74
(Senate Bill 211)

AN ACT to authorize and direct the State Roads Com-
mission to construct a bridge over the Patuxent River
between Benedict in Charles County and Hallowing
Point in Calvert County, and to provide for the cost of
said bridge from the Construction Fund or the issuance
of bonds, or both, and to provide for tolls over said
bridge.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That the State Roads Commission is hereby authorized and
directed to construct a bridge, as soon as practicable, over
the Patuxent River from a point at or near Benedict in
Charles County to a point at or near Hallowing Point in
Calvert County, but the construction of said bridge shall
be started on or before January 1, 1950. The cost of the
construction of said bridge may be paid by the State
Roads Commission from the Construction Fund provided
by paragraph (e) of Section 11 of Article 89B of the
Annotated Code of Maryland (1947 Supp. ) in whole or in
part. The State Roads Commission may, if in its discretion
it is necessary or desirable, pay the cost of the construc-
tion of said bridge in whole or in part from the proceeds
of State Highway Construction Bonds. For the purpose
of paying said costs from the proceeds of said bonds, the
State Roads Commission is hereby authorized to provide,
by resolution, for the issuance in an aggregate principal
amount not to exceed Two Million Five Hundred Thousand
Dollars ($2, 500, 000) of State Highway Construction Bonds
issued under the authority of and pursuant to the provi-
sions of said Section 147G to 147P of Article 89B of the
Annotated Code of Maryland (1947 Supp. ), title "State
Roads", sub-title "State Highway Construction Bonds",
