SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section A of Section 965 of Article 16 of the
Code of Public Local Laws of Maryland (1930 Edition) being
Sub-section A of Section 958 of Article 17 of said Code, being
also Sub-section A of Section 1198 of the Code of Public
Local Laws of Montgomery County (1947 Edition), and being
also Sub-section A of Section 1304 of the Code of Public Local
Laws of Prince George's County (1943 Edition) be, and it is,
hereby repealed and re-enacted, with amendments, to read as
follows:

1198 (A). (1304A). The Council is authorized and em-
powered whenever in its judgment the public health, safety or
comfort requires it, to grade, construct, reconstruct, pave or
otherwise improve any street, sidewalk, alley or public high-
way, or any part thereof, at such time and to such extent
and with such materials and in such manner as shall be pro-
vided by ordinance, and to pay the cost of all such work and
assess said cost, or any part thereof, against the abutting
property as hereinafter provided in this section.

SEC. 2. And be it further enacted, That a new sub-section
be, and it is hereby added to said Section 1198 (1304), said
new sub-section to be known as Sub-section 1198-1 (1304-1),
and to follow immediately after Sub-section 1198H (1304H)
of said section and Article, and to read as follows:

1198-1. (1304-1). The Council is authorized to prepare a
general plan for the control and disposition of surface waters
within the City limits, and may divide the said City into drain-
age districts, determined, as near as may be, by the topo-
graphy of the districts so divided.

The Council may, after the delineation of such districts, de-
termine, upon petition or upon its own motion, that all or
some part of one or more of said drainage districts, in the in-
terest of the public's health, welfare and safety, requires the
construction of a storm water or surface water drainage
system. After having made said determination, and after
having secured from the Washington Suburban Sanitary Com-
mission its written approval of the system so proposed, the
Council shall, before entering upon the construction of any
such system, advertise once a week for two successive weeks
in a newspaper of general circulation in Takoma Park, that
it has determined to construct a drainage system in said dis-
trict, or a part thereof. The said advertisement shall include
a statement of the approximate cost of the work, and the
general area affected thereby, and shall state that the cost
or some specified part thereof will be levied as an assessment
against the property found to be benefited. In addition, the
