title "Draining Lands", relating to the powers of the
Board of Managers of drainage areas.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 71 of Article 25 of the Annotated Code of
Maryland (1947 Supplement), title "County Commis-
sioners", sub-title "Draining Lands", be and it is hereby
repealed and re-enacted, with amendments, to read as
follows:

71. The Board of Managers shall proceed to carry out
the plan of drainage improvements, and in exercising the
authority herein conferred they may employ supervisors,
ditchers and laborers; may purchase, hire or rent dredges,
excavators, machines and explosives; and may do such
other acts as may be necessary, including the power to bor-
row money from banks or other persons by promissory
notes, in the name of the Board of Managers, provided
said borrowing is first approved by the County Com-
sioners of the applicable county. They may, in their
discretion, let contracts for all or part of the work. They
shall have authority, in furtherance of the work, to enter
into agreements with county, state, and Federal agencies.
They shall keep a regular account of their expenditures
and report the same to the annual meetings of the tax-
ables. All payments shall be made by orders drawn by
the Board of Managers on the county treasurer.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1949.

AN ACT to amend the Charter of the town of Snow Hill
by repealing and re-enacting with amendments Section
297 of Article 24 of the Code of Public Local Laws of
Maryland (1930 edition), title "Worcester County", sub-
title "Snow Hill", and to add to said Article four (4) new
Sections to follow immediately after said Section 297 and
to be known as Sections 297A, 297B, 297C and 297D,
to provide for extending the corporate limits of said
town of Snow Hill, subjecting the territory annexed and
the inhabitants therein to the Government of Mayor and
