or semi-annually, as the Commissioners of Betterton may
determine, to each property served, and shall thereupon
be payable at the office of the Commissioners of Betterton.
If any bill shall remain unpaid for sixty days after having
been sent out by the Commissioners of Betterton, it shall
be collectible against the owner of the property served, in
the same manner as other debts are collectible in the Town
of Betterton.
SEC. 11. And be it further enacted, That every act or
omission designated as a misdemeanor in this Act, unless
otherwise provided, shall be punishable before a Justice
of Peace, or the Circuit Court for Kent County, and shall
be brought by warrant or indictment upon the oath or
information of any member of said Commissioners of
Betterton, or any employee thereof, and the Offender shall,
upon conviction, be subject to a fine not exceeding One
Hundred Dollars ($100. 00), or thirty days in the County
Jail, or both, in the discretion of the Court. Where such
act or omission is of a continuous nature, and is persisted
in, in violation of the provisions of this Act, or any rule or
regulation formulated thereunder, a conviction from one
offense shall not be a bar to a conviction for a continuation
of such offenses subsequent to the first or any succeeding
conviction.
SEC. 12. And be it further enacted, That this Act and
the bonds issued thereunder are hereby specifically ex-
empted from the provisions of Sections 33-36, inclusive, of
Article 31, title "Debt—Public" of the Annotated Code of
Maryland (1939 Edition), and 1947 supplement and all
amendments thereto.
SEC. 13. And be it further enacted, That this Act is here-
by declared to be an emergency Act and necessary for the
immediate preservation of the public health and safety and
having been passed by a yea and nay vote supported by
three-fifths of all the members of the two Houses of the
General Assembly the same shall take effect from the date
of its passage.
