SEC. 8. And be it further enacted, That for every sewer
connection, as provided under Section 7, said Commission-
ers of Betterton shall make such charge as they shall de-
termine to be reasonable, which charge shall be uniform
throughout the Town of Betterton, subject, however, to re-
vision annually by the Commissioners of Betterton. Said
charge shall be paid by all property owners at the office of
the Commissioners of Betterton before the actual connec-
tion of any pipe on private property is made; or any owner
so desiring may pay one-fourth of said charge, in which
case the balance shall be paid in three equal annual in-
stallments, such deferred payments to bear interest at the
rate of six per centum per annum, and to be payable at
the same time, in the same manner, and subject to the same
penalties and methods of collection as the sewerage rental
charges provided in Section 6. The revenue, above actual
cost, derived from such charges, shall be applied by the
Commissioners of Betterton to the payment of bonded debt
as hereinafter provided.

SEC. 9. And be it further enacted, That all sums collected
by the Commissioners of Betterton for sewerage rental
charges levied against property for sewage disposal con-
struction, and all sums collected for sewer connections,
shall be set aside in the separate fund to be known and
designated as the "Betterton Sewer Bond Fund" from
which fund interest shall be paid on all outstanding bonds.
The Commissioners of Betterton, in order to determine
the amount necessary to be levied under Section 3 shall
deduct the amount of their credit in said "Betterton Sewer
Bond Fund" from the whole amount necessary to be raised
in any one year for interest on and principal of outstanding
bonds, and the balance remaining to be raised shall be the
amount to be collected by taxation as provided under Sec-
tion 3.

SEC. 10. And be it further enacted, That for the purpose
of providing funds for maintaining, repairing, and oper-
ating the system of sewage disposal, including overhead ex-
penses and property depreciation allowance, said Commis-
sioners of Betterton shall be empowered and directed to
make such service rates as they may deem necessary,
chargeable against all properties having a connection with
any sewer main under the Town of Betterton. Said rates
shall be uniform throughout the Town of Betterton, but
subject to change from time to time, as the Commissioners
of Betterton may deem advisable and fair. Bills for the
amount of the charges as specified may be sent quarterly
