ance of the Budget Director if one shall be appointed, and
submit the same to the County Commissioners of Baltimore
County, with his recommendations, with respect thereto;
and prescribe and supervise such accounting methods as
will afford opportunity to prevent unnecessary expendi-
tures and any expenditures not authorized by law.

Said County Commissioners are hereby authorized to
appoint a Deputy Comptroller who shall assist the Comp-
troller in the performance of his duties and who shall, in
the event of the absence or the inability of the Comptroller
to act, have all the duties and powers of the Comptroller.
He shall execute in favor of the County Commissioners
of Baltimore County a bond in such amount as they shall
prescribe, with corporate surety to be approved by them,
conditioned for the faithful performance of his duties, as
Deputy Comptroller.

The Comptroller or Deputy Comptroller shall personally
sign all orders for the payment of County funds.

SECTION 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and neces-
sary for the immediate preservation of the public health
and safety and having been passed by a yea and nay vote,
supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 261
(Senate Bill 354)

AN ACT to repeal and re-enact, with amendments, Sec-
tion 67 of Smiths Code of Public Local Laws of Balti-
more County (1948 Edition), title "County Treasurer",
sub-title "Handling of Funds", to provide for the sign-
ing of orders for the payment of County funds by the
Comptroller of Baltimore County or his Deputy rather
than by a majority of the County Commissioners and the
auditor, and eliminating the requirement that orders for
the payment of County funds shall embrace but one
class of expenditures.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 67 of Smiths Code of Public Local Laws of
