(3) wilfully makes any false statement, or misleading
omission in any return filed as required by this sub-title;
or

(4) wilfully fails to keep records in accordance with
this sub-title and any regulations of the Comptroller
adopted pursuant thereto, shall be guilty of a misdemeanor
and, upon conviction thereof, shall be fined not more than
Five Hundred Dollars ($500) or imprisoned for not more
than six months, or both.

SEC. 3. And be it further enacted, That if any clause,
sentence, paragraph, or section of this sub-title shall, for
any reason, be adjudged by any court of competent juris-
diction to be unconstitutional and invalid, such judgment
shall not affect, impair or invalidate the remainder thereof,
but shall be confined in its operation to the clause, sentence,
paragraph, or section thereof so found unconstitutional and
invalid.

SEC. 4. And be it further enacted, That this Act shall
take effect June 1, 1949.

AN ACT to add a new section to Article 7 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Carroll County", sub-title "Westminster", said sec-
tion to be under subheading "Subdivisions" and to be
known as Section 545A, and to follow immediately after
Section 545 of said article, relating to recording of plats
for subdivisions.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section to Article 7 of the Code of Public
Local Laws of Maryland, (1930 Edition), title "Carroll
County", sub-title "Westminster", said section to be under
subheading "Subdivisions" and to be known as Section
545A, and to follow immediately after Section 545 of said
article, be and it is hereby added to read as follows:

545A. The Clerk of the Circuit Court for Carroll County
