SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1949.

(Senate Bill 318)
AN ACT to add a new section to Article 52 of the Anno-
tated Code of Maryland (1939 Edition), title "Justices
of the Peace", sub-title "Trial Magistrates' System",
said section to be known as Section 111 A and to follow
immediately after Section 111, relating to conduct of
trial magistrates.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 52
of the Annotated Code of Maryland (1939 Edition), title
"Justices of the Peace", sub-title "Trial Magistrates' Sys-
tem", said section to be known as Section 111A, to follow
immediately after Section 111, and to read as follows:
111A. (a). It shall be unlawful for any trial magis-
trate to appear as counsel in any case before another trial
magistrate in the same county.
(b). It shall be unlawful for any trial magistrate (1)
to engage in the practice known as "collection without
suit", or any similar practice, by which the magistrate
sends out notice of collection on a printed form or on his
official letterhead and charges or receives a fee for col-
lection, or (2) to sit in any case in which he has attempted
"collection without suit" or a similar practice. Violation
of both clauses (1) and (2) of this sub-section in any case
shall be deemed but one offense under Section 114.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1949.
