Council of Baltimore; and it shall be the duty of said
Association to report its investigations respectively to the
Governor of the State and to the Mayor and City Council
of Baltimore, with special reference to the conditions of
the various institutions, the care and condition of pris-
oners or any persons detained therein, together with such
other information which might be of benefit to the public,
looking to the improvement of the moral and physical con-
dition of all prisoners or any persons committed or
detained in said institutions; provided, that no active or
visiting committee, officer or officers of said corporation
shall be entitled to visit the institutions heretofore men-
tioned unless notice of the names of said officers or mem-
bers of such committee or committees and the terms of
the appointment is given by this corporation in writing,
under its corporate seal, to the warden, superintendent or
other officer in charge of such jail, reformatory, penal or
correctional institution.

Section 6. The said Association shall be qualified and
have requisite power to receive and administer any special
benevolent or charitable trust that may be confided or
entrusted to said corporation to carry out its purposes and
objects, or for any other purpose or object.

Section 7. The said Association is hereby made and
declared able and capable to take, receive, hold, possess
and acquire by gift, devise, bequest, grant or otherwise,
lands, tenements, goods, chattels, estates and property of
any kind whatsoever and the same again to grant, alien
or dispose of.

Article 3. Members.

Section 1. Anyone conforming to the By-Laws of the
Association may become a member thereof.

Article 4. Board of Trustees.

Section 1. The Board of Trustees shall have general
supervision and management of the affairs of the Asso-
ciation. The Board of Trustees shall report their pro-
ceedings at the annual meeting of the Association.

Section 2. The Board of Trustees shall consist of the
President, the Vice-President or Vice-Presidents, Secre-
tary, Treasurer, who shall be members ex-officio and such
other persons as may be elected as Trustees. The total
number of members of the Board of Trustees shall not be
less than twelve and not more than thirty.
