92. (Suspending Privileges of Non-Residents and Report-
ing Convictions. ) (a). The privilege of driving a motor
vehicle on the highways of this State given to a non-resident
hereunder shall be subject to refusal, suspension or revoca-
tion by the Department in like manner and for like cause as
an operator's or chauffeur's license issued hereunder may be
refused, suspended or revoked.

94. (Mandatory Refusal, Revocation or Suspension of
License By Department. ) The Department shall forthwith
refuse, revoke or suspend the license of any operator or
chauffeur upon receiving a record of such operator's or
chauffeur's conviction of any of the following offenses, when
such conviction has become final:

(1) Manslaughter or negligent homicide resulting from the
operation of a motor vehicle;

(2) Driving a motor vehicle while under the influence of
intoxicating liquor or a narcotic drug;

(3) Any felony in the commission of which a motor vehicle
is used;

(4) Failure to stop and render aid as required under the
laws of this State in the event of a motor vehicle accident
resulting in the death or bodily injury of another;

(5) Perjury in the making of a false affidavit or statement
under oath to the Department under this Article or under
any other law relating to the ownership or operation of motor
vehicles;

(6) Turning off lights of motor vehicles to avoid identifica-
tion.

95.

(c) The Department is hereby authorized to refuse or sus-
pend the license of an operator or chauffeur without pre-
liminary hearing upon a showing by its records or other suf-
ficient evidence that the applicant or licensee has committed
an offense for which mandatory revocation of license is re-
quired upon conviction.

(d) The Department, after due hearing, may refuse, sus-
pend or revoke the operator's license, chauffeur's license or
special chauffeur's license or the registration of any vehicle
granted under this Article for any violation of this Article
by any such applicant, licensee or registrant, and for any
other cause or reason which, in the opinion of the Depart-
ment renders the holder of any such license or registration
