form such stenographic and clerical duties as he or she may
be directed by said State's Attorney to perform, and who
shall receive a salary in the discretion of the County Com-
missioners of said county, not exceeding Two Thousand Five
Hundred Dollars ($2, 500. 00) per annum, payable monthly,
to be levied for and paid by the County Commissioners of
said county.

SEC. 2. And be it further enacted, That this Act shall take
effect July 1, 1949.

CHAPTER 32

(Senate Bill 6)

AN ACT to repeal and re-enact, with amendments, Section 13
of Article 64A of the Annotated Code of Maryland (1947
Supplement), title "Merit System", relating to the length
of temporary appointments in the Merit System.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 13 of Article 64A of the Annotated Code
of Maryland (1947 Supplement), title "Merit System", be
and it is hereby repealed and re-enacted, with amendments,
to read as follows:

13. (a) When from pressure of work an extra position
must be established for a period not exceeding six months,
the appointing authority shall make requisition upon the
Commissioner for the appointment of an extra employee
stating the duties to be performed and the probable length
of employment. The Commissioner shall authorize the ap-
pointment of, with or without competitive examination, a
qualified person; provided, however, that so far as practicable
appointment to extra positions shall be made from the elig-
ible lists; and provided further that no such appointment
shall be made for a period exceeding six months.

(b) An appointing authority or any officer authorized by an
appointing authority may, to prevent the stoppage of the
public business when an emergency arises and time will not
permit of the securing of the consent of the Commissioner
and the appointment by him of a person, appoint any quali-
fied person during the emergency for a period not exceeding
sixty days. Persons thus appointed shall be known as emer-
